Sayyaf: The Taliban should form a settlement council for legitimacy

He said the council should be composed of people's representatives in the districts and provinces and should be responsible for electing the country's leader. Sayyaf recalled that Burhanuddin Rabbani's government was also formed on the same basis and that if the Taliban accepted this approach, he and his colleagues would not oppose it.
He described the Taliban as a group without popular support that claims to enforce Sharia; But he said "the implementation of Sharia is an art and expertise" and what the Taliban are doing has nothing to do with real Sharia.
Sayyaf also stressed that war is not the solution and that the Taliban's opponents abroad have reached coordination and solidarity. In another part of his speech, the jihadi leader said the fall of the republic was the result of the marginalization of the Mujahideen.
He said that only the Mujahideen could defend the country and that Ashraf Ghani had paved the way for the collapse of the government by sidelining them. Sayyaf revealed that before the fall of Kabul, he had asked Ghani to hand over the security of the capital to him; But the president did not take the time.
Sayyaf, who visited Iran after 50 years, appreciated the warm hospitality of the Islamic Republic. "The dark night is over and a bright tomorrow is ahead," he concluded.
Afghan jihadi leader Abdul Rab Rasool Sayyaf stressed during his visit to Iran that the Taliban lack legitimacy and should form a resolution council instead of elections.
