End of refuge, beginning of terror; UNAMA: Taliban torture soldiers, activists, and returnee women

UNAMA and the UN Human Rights Office, on Thursday, 2 Asad, published a joint report documenting cases of human rights violations against Afghan citizens following their deportation from neighboring countries.


The report, based on interviews with a number of former military personnel, women’s rights activists, journalists, and members of civil society, states that these individuals, upon returning to Afghanistan, have been forced to live in hiding due to fear of retaliation, torture, and detention.


In one documented case, a former military officer, after returning to Afghanistan, was tortured by the Taliban and subjected to violence, including mock executions and waterboarding.


This UN-affiliated institution emphasized that the situation for returned women is also extremely dire and concerning.


According to the report, since 2023, a wide range of Afghan migrants have been forcibly deported from Iran and Pakistan.


UNAMA has warned that returning individuals to a country where they face the risk of torture, inhumane treatment, forced disappearance, arbitrary detention, and other serious forms of violence violates the principle of “non-refoulement” and constitutes a clear breach of international law.


The United Nations has called on countries to carefully assess the individual circumstances of each person before deporting them to Afghanistan and to provide safe exit pathways for refugees at risk, enabling them to continue living safely without fear of detention or deportation.


Volker Türk, the UN High Commissioner for Human Rights, also emphasized: “No one should be returned to a country where they face persecution due to their identity or personal background.”


He added: “This is particularly evident in the case of Afghan women and girls, who are targeted with discriminatory treatment solely because of their gender.”

The office of the United Nations Assistance Mission in Afghanistan (UNAMA) has announced in a new report that former government officials, ex-military personnel, civil activists, journalists, and human rights defenders who are forcibly returned to Afghanistan face retaliation, torture, and detention by the Taliban.
