UNRWA: Humanitarian aid to Gaza remains limited and inadequate

The agency has accused Israel of paralyzing its operations and stated that Israel has deliberately restricted UNRWA's relief efforts and blocked the entry of vital aid into Gaza. Despite the ceasefire, which makes the passage of humanitarian aid essential, only a small fraction of the aid needed by the people has entered Gaza.


The Commissioner-General of UNRWA told the Fourth Committee of the UN General Assembly on Thursday: "Preserving UNRWA's mandate and operations in accordance with international law is essential and vital for the survival of millions of Palestinians and for achieving a political solution."


He also referred to the recent findings of the UN Commission of Inquiry and the rulings of the International Court of Justice, which obligate Israel to lift restrictions against the agency.


Israel restricted the agency's activities after accusing some UNRWA staff of involvement in the Hamas attack on October 7, 2023. Following this decision, UNRWA was forced to evacuate its international staff from Gaza and the West Bank, which reduced the agency's capacity to distribute food aid.


Marco Rubio, the U.S. Secretary of State, has also stated that UNRWA will have no role in Gaza after the war—a position aligned with Israel's demands. Nevertheless, the Commissioner emphasized that since the implementation of the U.S.-brokered ceasefire, "they have expanded their services," and the agency still has 12,000 staff in the Palestinian territories, with its services remaining vital for the Palestinian people.

UNRWA, the United Nations Relief and Works Agency for Palestine Refugees in the Near East, has stated in a report that humanitarian aid to Gaza remains severely limited and far below the needs of the population, even as heavy rains and the winter season approach.
