Pakistan prohibits security agencies from detaining some Afghan citizens

According to these sources, the directive applies to groups such as civil and human rights activists, former Afghan government employees, political figures, journalists, artists, members of religious minorities, and their families. Pakistani authorities have emphasized that these individuals should be protected from any restrictive actions or detention.

This new directive comes amid growing international concerns about the situation of Afghan refugees in Pakistan. The Ministry of Interior has noted in its letter that Afghan citizens who are in the process of being transferred to the United States, along with their close relatives, are also included in this exemption.

In addition to this decision, the Ministry of Interior has established a dedicated hotline to address complaints. According to the published information, Afghan citizens facing the risk of detention can contact the special number to register their complaints.

This official letter has been sent to all provincial secretaries, the secretary of Kashmir, and the administration of the national capital, Islamabad. Local authorities have also been requested to promptly disseminate this guideline to relevant districts and areas to prevent any violations.

Reports indicate that in recent weeks, a number of Afghan migrants in various Pakistani cities, including Islamabad and Karachi, have faced detention or the threat of deportation. The Ministry of Interior states that the purpose of this new measure is to strike a balance between enforcing the law against undocumented migrants and upholding the human and security rights of individuals in special circumstances.

Pakistani media have reported that the country's Ministry of Interior, through an official letter, has directed security institutions and local administrations to refrain from detaining certain Afghan citizens with specific backgrounds.
