Reuters: Russia lines up against US Gaza plan with new draft

The United States distributed its proposed text among the 15 Security Council members last week and claimed that its plan enjoys support from regional countries. In the U.S. draft, the establishment of a transitional body with a two-year mandate, as well as the formation of an "International Stability Force" to manage the situation in Gaza, is envisioned.


In a note sent to Security Council members on Thursday evening Washington time, Russia announced that its new draft was "inspired by the U.S. plan"; however, its aim is to present a "balanced, acceptable, and comprehensive" approach to achieving a lasting ceasefire. In this text, the UN Secretary-General is requested to explore possible options for forming an international force to stabilize conditions in Gaza, though there is no mention of the "peacekeeping mission" envisioned by the U.S.


In response, the U.S. delegation has asked Security Council members to continue the process of approving the Washington draft. The spokesperson for the delegation warned that creating divisions among members in the current circumstances could have serious consequences for the people of Gaza. He described the current ceasefire as "fragile" and emphasized that the Council must act united to achieve lasting peace.


In recent days, reports have emerged of growing opposition from some countries to the U.S. draft. Although the foreign ministers of the Group of Seven have endorsed the Washington plan; informed sources report the UAE's doubts about the role of Turkey and Qatar in the Gaza reconstruction process. The UAE also announced last week that it would withdraw from participation in the Gaza reconstruction group.


At the same time, the first phase of Trump's 20-point plan on Gaza, which was agreed between Israel and Hamas in October, has been added as an annex to the U.S. draft. Although Trump has rejected the presence of U.S. forces in Gaza; Washington officials have spoken of the possibility of forming a force of around 20,000 personnel and are currently in talks with countries such as Indonesia, the UAE, Egypt, Qatar, Turkey, and the Republic of Azerbaijan for participation in this force.

Russia has submitted a draft resolution on the situation in Gaza to the UN Security Council; an action that, according to Reuters, represents a direct challenge to the United States' efforts to pass a draft based on Donald Trump's peace plan.
