CNN: Rahmanullah Lucknowal's asylum request was approved by the Trump administration

Homeland Security officials say that the suspect in this attack is Rahmanullah Laknwal, an Afghan citizen who entered the United States in 2021 under the Operation Allies Welcome program. Immigration records show that he applied for asylum in 2024, and this application was approved by the Trump administration in April 2025.

Federal officials announced that the 29-year-old suspect was injured during his arrest; however, his injuries are not life-threatening. The motive for this attack has not yet been clarified.

Washington Mayor Muriel Bowser described the shooting as "completely targeted," and one police official said that camera footage shows the attacker immediately opened fire after approaching the soldiers.

President Donald Trump called the incident "an act of terrorism" and said that America must immediately review the vetting process for immigrants who entered the country during Joe Biden's presidency.

Following these remarks, the U.S. Citizenship and Immigration Services announced on Wednesday night that it is suspending all cases related to Afghan immigrants "for an indefinite period until reviews are completed." This comes as Laknwal was one of tens of thousands of Afghans who were relocated to the United States after the fall of Kabul in 2021—a program that is now facing sharp criticism from Republicans.

At the same time, the Trump administration has requested the deployment of 500 additional National Guard troops to Washington, and the Department of Justice has asked an appeals court to stay last week's order by a federal judge that had declared the presence of the National Guard in Washington illegal.

CNN News Network has reported that two West Virginia National Guard soldiers were shot at just steps away from the White House on Wednesday and are in critical condition. Local officials have described the incident as a "targeted attack."
