UN: Taliban intervention has disrupted aid delivery in Afghanistan

OCHA has added that two humanitarian workers in Herat were detained by the Taliban; an incident that has raised concerns about the security of United Nations staff. The majority of interference cases were recorded in southern and western Afghanistan, with four cases related to delays or issues in signing memoranda of understanding and three cases related to interference in the selection of aid recipients.


According to this report, the Taliban have intervened in the recruitment process for staff, requests for sensitive information and staff lists, the accompaniment of a mahram with female staff, and the presence of women in relief activities. Additionally, in some cases, access by those in need to aid distribution sites has been prevented. These restrictions have also affected humanitarian activities in Balkh, Faryab, Jowzjan, and Kandahar.


OCHA says that 18 of these actions caused temporary suspension of humanitarian programs, and two cases led to the temporary closure of aid offices. Of the total recorded incidents, 11 were resolved by the end of July; however, 19 remain unresolved. This agency has also recorded 11 cases of gender-based restrictions imposed by the Taliban that have impacted relief activities and vulnerable populations.


Meanwhile, OCHA says that in Uruzgan, permission for women's participation in data collection was revoked at the last moment. This office has emphasized that Taliban interference, restrictions on women's participation, program approvals, staff movement, and security issues continue to be the main obstacles to people's access to humanitarian aid in Afghanistan.



The Office for the Coordination of Humanitarian Affairs (OCHA) says that in July, at least 30 incidents of interference with humanitarian activities by the Taliban were recorded. These incidents included 16 cases of restrictions on access to aid, 12 cases of violence, seizure of aid assets and facilities, and two cases of restrictions on the movement of staff.
