Pakistan conditions talks with Taliban on practical, verifiable steps

Sajjad Haider Khan, spokesperson for Pakistan's Foreign Ministry, said during the weekly press briefing that his country seeks to establish a verifiable mechanism to ensure that no group uses Afghan soil to carry out terrorist attacks against Pakistan.

He added that Islamabad supports the sincere efforts of friendly countries to address Pakistan's security concerns and strengthen peace and stability in the region. According to him, Pakistan is currently unaware of any official and separate Russian initiative for mediation between Islamabad and the Taliban; however, it is ready for constructive engagement.

The spokesperson for Pakistan's Foreign Ministry also stated that the failure to issue a joint statement after the recent Moscow format meeting indicates disagreement over referencing the presence of terrorist networks in Afghanistan—a matter which, he said, the Afghan side did not agree with in the discussed text. The meeting, attended by representatives of 10 countries in Moscow, concluded without a joint statement due to differences between the Taliban and Pakistan.

The disagreement concerns the activities of Pakistan-based militant groups, with the Tehrik-i-Taliban Pakistan (TTP) and other armed groups consistently cited as key factors in insecurity in the country. Pakistani security officials claim that these groups use their safe havens in Afghanistan to plan and carry out suicide and armed attacks in the provinces of Khyber Pakhtunkhwa and Balochistan—claims that the Taliban regime has repeatedly denied, describing Pakistan's insecurities as an internal issue of that country.

Mohammad Ishaq Dar, Pakistan's Foreign Minister, also called on the Taliban regime on October 13 to take "specific, verifiable, and irreversible" actions against these groups and to prevent the use of Afghan soil for attacks on other countries.

Pakistan's Foreign Ministry announced on Friday that Islamabad welcomes dialogue with the Taliban regime; however, it conditions the start of negotiations on this group taking practical and verifiable actions.
