Badakhshan's instability; A potential threat to Tajikistan and Uzbekistan

According to Cutler, from mid-July 2025 to mid-August 2026, 22 incidents related to armed groups opposing the Taliban were recorded in Badakhshan; whereas in the second half of 2025, only four incidents had been recorded. Juma Khan Fatah surrendered to the Taliban on August 16, 2026, after nearly a week of fighting, and Zabihullah Mujahid said his case is being prepared for trial.


The Nesa clashes also had repercussions across the border. On August 13, 2026, gunfire from Afghan territory in Tajikistan's Darvaz district killed a 21-year-old woman and damaged several homes. In response, Tajikistan sent a protest note to the Taliban and demanded prevention of such incidents recurring.


Cutler also pointed to the concerns of Tajikistan and Uzbekistan regarding the activities of ISIS-Khorasan in northern Afghanistan. Nevertheless, Uzbekistan has not yet been directly affected by the insecurity in Badakhshan; however, the spread of instability could jeopardize the country's trade and transit projects in Afghanistan. Uzbekistan's exports to Afghanistan reached $817.8 million in the first five months of 2026.


One of Tashkent's key interests is the Hairatan–Mazar-i-Sharif railway line and the Trans-Afghan railway project to connect to Pakistan and South Asian ports. So far, no reports have been published on the impact of Badakhshan insecurity on these routes. Cutler says the clashes still appear to be local; but if insecurity spreads, Tajikistan will face direct border threats, and Uzbekistan will confront greater risks to its commercial and transit interests.



Robert Cutler, a seasoned researcher on Central Asian affairs, says that the increase in armed clashes in Badakhshan has created fresh security concerns for Central Asian countries. In an article in *The Times of Central Asia*, he wrote that the recent clashes between the Taliban and forces loyal to Juma Khan Fatah in the Nesa district are a sign of growing instability in northeastern Afghanistan.
