US offers millions of dollars in reward for information on ISIS Khorasan leaders

Sanaullah Ghafari, born in Afghanistan in 1994, was appointed by ISIS's core leadership in June 2020 as the leader of the Khorasan branch. The U.S. State Department says he has played a role in designing complex suicide bombings and guerrilla operations, and is responsible for approving operations and financing ISIS-Khorasan in Afghanistan. In ISIS statements, he is also described as an individual with a military background and one of the group's "urban lions" in Kabul.


Regarding Obaydullah, the "Rewards for Justice" information indicates that he is a senior figure in ISIS-Khorasan and responsible for the group's financial section. According to this information, Obaydullah plays a role in managing financial resources, planning operations, and commanding ISIS-Khorasan's operational units. However, the U.S. State Department has not provided details about his current whereabouts.


Washington's concerns about ISIS-Khorasan persist even as United Nations Security Council reports indicate the group's activities in Afghanistan and parts of Pakistan. Based on UN assessments, ISIS-Khorasan is working to recruit personnel and expand its network, and a number of foreign fighters, particularly nationals from Central Asian countries, have also joined the group. The UN has warned that ISIS-Khorasan's ability to carry out cross-border attacks remains intact, and the group is considered one of the most serious terrorist threats in the region.


The Taliban, after returning to power, has declared ISIS-Khorasan its main enemy and has repeatedly reported operations against the group. Despite this, international reports show that ISIS-Khorasan has still managed to maintain its network and continue recruiting and securing financial resources. The U.S. setting multi-million-dollar bounties for information about the group's leaders also indicates that ISIS-Khorasan remains high on Washington's list of major security concerns.



The U.S. government's "Rewards for Justice" program has set multi-million-dollar bounties for information that aids in identifying, locating, or capturing several key leaders of ISIS-Khorasan. According to released information, up to $8 million is offered for information leading to the identification or capture of Sanaullah Ghafari, known as "Shahab al-Muhajir," and up to $10 million for information about Obaydullah, the financial chief and a senior commander of the group.
