The exercise took place from September 27 to October 2, 2026, across several regions of Russia, including Chelyabinsk, and the Taliban delegation attended at Moscow's invitation. NK News also reported on Madani's meeting with the North Korean military official, and a photo released by the Taliban's Ministry of Defense shows both officials present at the exercise's arms exhibition.

The Taliban's Ministry of Defense has confirmed that the group's delegation met with military representatives from various countries on the sidelines of the exercise, including North Korea, China, India, Vietnam, Colombia, Uzbekistan, and Tajikistan. According to the ministry, the topics discussed included bilateral relations, the exchange of military experiences, specialized training, and areas of cooperation.

This contact is noteworthy as it marks the first reported instance of a direct meeting between Taliban and North Korean military officials; the two sides have not had formal diplomatic relations to date, and Pyongyang has not recognized the Taliban government. The meeting occurred amid expanding relations between Russia and both parties, with Moscow having recognized the Taliban government.

Russia-North Korea relations have also evolved into extensive military cooperation following the start of the Ukraine war. Vladimir Putin and Kim Jong Un signed a "Comprehensive Strategic Partnership" treaty in June 2024. The Taliban took a neutral stance at the outset of Russia's invasion of Ukraine, and the group's foreign ministry, on March 6, 2022—one day after the war began—urged Moscow and Kyiv to resolve their differences through dialogue.

A Taliban military delegation met with a North Korean military official during the multinational "Center 2026" exercise in Russia. According to reports from South Korean media, Maulvi Nasibullah Madani, commander of the Abdullah bin Masud Joint Combat Training Center, held discussions with Ro Ki Chol, the North Korean military attaché, on military training and the exchange of experiences.
