Concerns among spokespeople; Taliban see their narrative challenged

Khawasti, who previously led the propaganda section of the Haqqani Network and was appointed this week by the Taliban leader to the Ministry of Information and Culture, said in a speech to pro-Taliban social media activists: “The first content that users see upon entering social networks is often messages and narratives from media outlets opposing the Taliban.”


According to him, these messages are repeated multiple times throughout the day and influence the minds of youth and the public.


Khawasti gave an example and said: “For instance, it is written that the Taliban has approved a criminal penal code or laws in which justice and equality are not observed. These are the first images that people see, and they are repeated multiple times throughout the day.”


Khawasti’s reference is to the Taliban’s newly published criminal penal code, which outlines the framework for handling crimes, judicial procedures, and types of punishments.


He emphasized that in the event of silence, “the enemy’s narrative will be strengthened,” and the Taliban should not remain solely on the defensive; rather, they must seize the initiative in the media sphere. He added that media outlets not aligned with the Taliban exaggerate even minor news to weaken the Taliban’s narrative.


Khawasti also described the social media space as a “live battlefield” and said that just as attention is given to the military front, this space also requires active presence.


It is worth noting that Qari Saeed Khawasti previously served as the spokesman for the Taliban’s Ministry of Interior and later as an advisor to the group’s Ministry of Information and Culture, and he is accused of sexually assaulting a female student named Elahe Dalawari.

Saeed Khawasti, head of the registration of jihad records and documents at the Taliban’s Ministry of Information and Culture, has stated that the group’s channels for conveying messages to its audiences are “very weak” and that if the arena of social media is abandoned, the Taliban’s narrative will be undermined against opposing media outlets.
