Richard Bennett: Afghan refugees are the most vulnerable group in the US-Iran war

Mr. Bennett, on Saturday, August 3, wrote in a post on X that these refugees are often overlooked, and he also expressed regret over the continued executions, particularly of Afghan migrants in Iran.


Previously, Richard Bennett, along with a number of independent UN human rights experts, expressed concern in a statement about the resumption of military confrontations between Washington and Tehran and the potential for it to spread to other regions. They warned that setting aside accepted commitments to end the war would undermine the peace process, harm the rights of victims, and erode the trust necessary for a lasting end to the conflict.


The statement emphasized that all parties to the conflict must comply with international human rights law and international humanitarian law. The UN experts clarified that civilians should not bear the cost of these confrontations, and adherence to the principles of distinction between military and civilian targets, proportionality in attacks, and precautionary measures to protect civilians is essential.


The experts also stated that the military attacks and counterattacks between the United States and Iran on the nights of July 12 and 13 have marked a new phase of escalating tensions and heightened concerns about the crisis spreading. They expressed worry over reports of damage to civilian infrastructure, including ports, energy networks, transportation routes, and service facilities in Iran, and warned that this situation could disrupt people's access to food, medicine, and essential services.


Another section of the statement noted that in conditions of war and internal repression, vulnerable groups—including women, children, persons with disabilities, minorities, refugees, and the poor—suffer more than others.


The experts also expressed concern over the continuation of executions, widespread detentions, torture, and reports of enforced disappearances in Iran, urging all parties to the conflict to immediately de-escalate tensions, prioritize the protection of civilians, and return to the path of dialogue and negotiation.

Richard Bennett, the United Nations Special Rapporteur on the situation of human rights in Afghanistan, has warned against the resumption of military confrontations between the United States and the Islamic Republic of Iran, stating that Afghan refugees in Iran are among the most vulnerable groups in this crisis.
