US denies visa to Russian Deputy Foreign Minister to attend Security Council meeting

Vassily Nebenzia, Russia's representative to the United Nations, stated on Tuesday during the Security Council meeting that Elimov had been scheduled to participate in the very same session. The meeting had been chaired by Wang Yi, China's Foreign Minister.


Nebenzia emphasized that, under the United Nations Headquarters Agreement, the United States is responsible for facilitating the travel of diplomats to carry out missions related to the United Nations.


Meanwhile, the U.S. State Department has yet to respond to questions regarding the claim raised by Russia.


The Headquarters Agreement between the United Nations and the United States sets out the legal framework for the presence of delegations from member states at the organization's meetings in New York and, in general, obligates the United States to ensure the entry of countries' representatives for activities related to the United Nations.


The issue of issuing visas to diplomats from certain countries has previously led to disputes and tensions between Washington and foreign representations on multiple occasions.

According to statements by Russia's ambassador to the United Nations, the United States has not issued a visa for Alexander Elimov, Russia's Deputy Foreign Minister, so that he could not attend the UN Security Council meeting in New York. Moscow has deemed this action by Washington to be in violation of the host country's obligations to the United Nations.
