War in Ukraine; Kyiv announces new 20-point peace plan, demands Russia's response

The plan states that the current military positions at the time of signing the agreement shall be established as the official separation line in four eastern regions of Ukraine (Donetsk, Luhansk, Zaporizhzhia, and Kherson).


Under this plan, Russia must withdraw from the occupied areas in the provinces of Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv as a precondition, and international forces will monitor the front line.


Ukraine will also receive security guarantees from the West. These guarantees will become invalid if the West attacks Russia; but they will be activated if Ukraine is attacked.


The plan states that this agreement does not obligate Kyiv to abandon its aspirations for NATO membership. Ukraine will become a member of the European Union and, upon signing the agreement, will be ready to hold elections.


Meanwhile, Zelenskyy confirmed that the negotiators from the United States and Ukraine have reached an agreement on this plan; however, some issues, including control over the territorial industrial region in eastern Ukraine, remain unresolved.


He added: "We are ready to meet with the United States at the leaders' level to address sensitive issues. Topics such as territorial matters must be discussed at the leaders' level."


This plan was proposed following intensive and lengthy discussions in the U.S. state of Florida; at the same time, Russia was reviewing the new draft. The Kremlin announced on Wednesday that Russian President Vladimir Putin has been briefed by his envoy, Kirill Dmitriev, and Moscow is preparing its response.

Ukrainian President Volodymyr Zelenskyy published the text of a 20-point peace plan on Wednesday, December 24; a plan that Washington and Kyiv have negotiated and which is expected to receive a response from Russia.
